The eight-armed manifestation of the god of Compassion, Avalokiteshvara, is standing firmly on the lotus dais placed on a throne. He is flanked by the green, four-armed Tara and the yellow, four-armed Bhrkuti. Below them are placed Hayagriva showing a horse-head in his hairdo and the kneeling Sudhanakumara. The upper register depicts the six Buddhas of the Past together with the historical Buddha Shakyamuni and better known as the group of Seven Buddhas of the Past. The bottom section shows in the centre the Cakravartin or Universal Monarch flanked by his Treasures (Minister, Queen, Elephant, Horse, Wheel of the Law and Jewel). This scene is flanked to one side by a priest making a sacrificial offering and to the other side by a group of donors. The other cartouches around the central scene narrate the legend of the rite of Ashtamitavrata-katha which is a dedication rite concerning Avalokitehsvara. A painting or sculpture of Amoghapashalokeshvara should be made on this specific date of the rite to enhance abundant rain, so important for an agricultural society like that of the Kathmandu Valley in those days.
